(吉隆坡22日訊)政府將在今年7月11日至8月7日,展開非法外勞「漂白行動」,各執法單位在這段期間暫緩取締非法外勞的行動,以讓非法外勞在這期間向移民局登記。

至於那些非法入境大馬及逾期逗留者,也可以在這段期間向當局登記。

副首相丹斯裡慕尤丁表示,這項「漂白行動」是從7月11日至8月7日展開。首2週是讓僱主為非法外勞進行登記,再根據需求決定是否將登記的期限延長。

他指出,這項措施主要是要掌握目前國內外勞的數據及其他相關資料,內政部過後將根據需求,發出臨時工作準証予非法外勞,以便他們能繼續工作。

他說,內政部也會委派一些代理公司,替僱主進行登記。

他今日在國會大廈主持內閣外勞委員會議後向記者表示,政府不希望這項漂白行動影響到國內經濟活動,因此登記期間,外勞們依然能繼續照常工作,若僱主業務繁忙,則可通過代理公司登記。

慕尤丁表示,非法外勞是我國一直存在的問題,政府目前要記錄及掌握其數據,再根據各行業的需求作出調整。

他舉例,以種植業為例,該行業可能需要20萬名外勞,但實際上投入這個領域的非法外勞人數達到50萬人。

「我們會將多餘的外勞,安排至其他的領域。」

行動料耗半年

他指出,這項行動也獲得各國大使館的合作,一些外勞登記時,可能面對缺乏文件的問題,大使館將協助提供必要的文件。

他表示,漂白行動預料將耗時半年,期望在今年內完成。

慕尤丁說,之前曾在沙巴與砂拉越舉行外勞漂白行動,但全國性的行動還是首次進行。

他說,對於那些已登記的非法外勞,政府將發時臨時工作證,使得他們的工作不再違法。

他指出,那些非法進入我國但仍未找到工作,或開始經營小型生意者,也可以在這段期間前往移民局登記。「但他們日後是否能繼續在我國做生意,那是執法的問題。」

他不願說明,如何處置那些多餘的勞動力。

「最重要是先進行登記,以便讓政府瞭解市場的需求。」

詢及如何對付那些拒絕登記的人士時,慕尤丁說,這是漂白行動是政府給予寬赦,給予機會讓非法外勞成為合法。寬赦期結束後,政府將會依法行事。

他說,未決定委派多少間公司代理登記工作,此事讓內政部定奪。

KUALA LUMPUR 22 Jun – Kerajaan buat pertama kalinya mengadakan proses pemutihan dan pengampunan besar-besaran untuk pekerja asing tanpa izin (PATI) bagi merekod serta mendaftarkan golongan itu di negara ini melalui Program 6P bermula 11 Julai depan.

Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin berkata, program penyelesaian menyeluruh itu akan dilaksanakan secara berperingkat sehingga akhir tahun ini bagi mengurangkan PATI di Malaysia.

Katanya, Program 6P yang meliputi aspek pendaftaran, pemutihan, pengampunan, pemantauan, penguatkuasaan dan pengusiran itu bakal menyaksikan golongan itu direkodkan dengan kaedah biometrik.

Menurutnya, proses itu dimulakan dengan pendaftaran PATI di Jabatan Imigresen sama ada secara persendirian atau oleh majikan masing-masing selama dua minggu dari tarikh tersebut sebelum diputuskan untuk dilanjutkan jika didapati perlu.

Langkah tersebut katanya, akan menyelesaikan beberapa isu seperti masalah sosial, jenayah dan hal ehwal ekonomi membabitkan golongan itu serta rakyat tempatan.

“Selepas mereka (PATI) diminta untuk didaftarkan barulah kerajaan menjalankan eksesais pengampunan dengan merekodkan jumlah pekerja yang tidak berdaftar dalam sistem biometrik seperti yang digunakan ketika ini untuk pelawat.

“Apabila mereka dibawa keluar dan didaftarkan oleh majikan menerusi sistem biometrik, maka kerajaan akan mempunyai rekod di mana mereka berada, bilangannya, siapa majikan mereka dan berapa gaji yang mereka dapat,” katanya.

Beliau berkata demikian pada sidang akhbar selepas mempengerusikan Mesyuarat Jawatankuasa Kabinet Mengenai Pekerja Asing dan Pekerja Asing Tanpa Izin di bangunan Parlimen hari ini.

Muhyiddin berkata, Kementerian Dalam Negeri (KDN) juga sudah memaklumkan semua kedutaan asing di negara ini berhubung program itu dan mereka bersetuju untuk membantu bagi urusan visa dan dokumen penting lain.

Katanya lagi, PATI yang telah berdaftar di bawah program pengampunan itu dibenarkan kembali bekerja dengan majikan masing-masing menggunakan pas kerja sementara bagi memastikan langkah tersebut tidak menganggu aktiviti ekonomi negara.

Kata beliau, kerajaan juga akan menggerakkan jawatankuasa keselamatan seluruh negara termasuk Jawatankuasa Kemajuan dan Keselamatan Kampung (JKKK) untuk membantu pihak berkuasa menjayakan program berkenaan.

Foreign workers: Review policy on work permits

THERE are more than a million registered foreign workers in the country who are engaged in the agricultural, construction, services, industrial and manufacturing sectors.

They come largely from Third World countries such as Bangladesh, Vietnam, Indonesia and the Philippines, where they face poverty and unemployment. Their skills and cheap labour contribute tremendously to the economy of this country. However, their presence, especially in large numbers, has also caused a lot of social problems.

There have been frequent disputes when the workers of different nationalities work and live together. The report, "Workers clash over a woman" (NST, June 9) is a prime example.


According to the report, more than 200 workers from Vietnam and Bangladesh clashed outside their hostels at a textile factory in Nilai, leaving 23 injured.

The fight was allegedly over a Bangladeshi man trying to get friendly with a Vietnamese woman but who did not reciprocate his advances and complained to her boyfriend who, with a group of friends, beat up the Bangladeshi.

There have also been cases of foreign workers getting involved with local women and running away with them to their countries.


During public holidays and weekends parts of city centres and towns are swamped with foreign workers. In their flashy outfits, they are quite loud, vociferous and scary.

Hopefully, the government will review its policy on issuing work permits to foreigners, and locals should take up the jobs usually undertaken by foreigners.

(吉隆坡15日訊)內政部移民事務組秘書拿督再頓指出,政府迄今還未決定委任哪家公司成為管理公司,以執行6P(登記、漂白、特赦、監督、執法和驅逐)非法外勞漂白行動。

冒用名義收費可投報

他透露,截至目前,共有5家公司及一名個人向僱主和非法移民收費,鑒此,若民眾發現任何人士或公司借用6P計劃的名義來收費,受促向當局投報。

他今日發表文告說,一個由17名代表組成的特別委員會將決定哪家公司中選,上述代表來自內政部各小組、移民局、人力資源部、大馬半島人力資源局及警方,該特委會目前還在評估每家公司的申請。

“內政部嚴厲警告那些自稱受委為6P計劃代理人,同時乘機向雇主及非法移民收取費用作為登記及漂白用途的公司,政府不會妥協並將採取強硬的法律行動,除了將有關公司列入黑名單,也會將它們在候選公司名單中除名。

“內政部也將與所有大使館合作,提醒所有外國人要格外小心,同時別被6P計劃的任何收費謊言所騙。”

PUTRAJAYA: The Home Ministry will recruit agents to help facilitate in registering and legalising the illegal immigrants in the country.

Home Minister Datuk Seri Hishammuddin Hussein said under the new programme, the immigrants would be registered using the biometric fingerprint scanning system before being re-assigned to the sectors which needed the foreign labour.

"Their biometric details will be taken and they must return to their home countries when their stay expires," he said after officiating the sponsorship presentation of the second General Police Special Equipment Exhibition and Convention (GPEC) Asia 2011 at the Putrajaya Maritime Centre yesterday.


Hishammuddin urged companies, associations and bodies keen to become agents to apply online on the ministry's official website but warned that strict vetting would be carried out to ensure only genuine agents were appointed.

"The companies should not act as outsourcing companies as their role is to help the government reach out to the illegal immigrants. We wish to avoid similar problems faced in the past when we outsourced these tasks.

"Enough of taking advantage of innocent people, regardless of whether they are foreign or local,"Hishammuddin said.


Also present at the event were ministry secretary-general Tan Sri Mahmood Adam and Inspector-General of Police Tan Sri Ismail Omar.

The biometric fingerprint scanning system, which was implemented on June 1, requires foreigners entering and leaving the country to have both index fingers scanned at entry and exit points, instead of just having their passports stamped. It is now implemented at 96 entry points in the country.

Yesterday, the Home Ministry's immigration affairs department issued a statement on a "total solution programme for illegal immigrants", where companies, associations and bodies were invited to become agents in facilitating the registration process of illegal immigrants.


The programme which include registering and providing amnesty, is aimed collecting statistics on the illegal immigrant population in the country and to allow them to go home without being penalised.



李志亮:漂白計劃一旦展開‧新外勞申請暫凍結

(霹靂‧實兆遠11日訊)內政部副部長拿督李志亮說,一旦政府開始進行“6P”(登記、漂白、特赦、監督、執法和驅逐)的特赦或漂白行動計劃,政府相關部門將暫時凍結新外勞的申請工作。

他今日在愛大華出席一項由馬華木威區會主辦的協助申請公民權活動時,向星洲日報說,為了加速完成6P計劃,以讓符合條件的非法外勞成為合法外勞,因此在執行上述計劃期間,將暫時涷結批准新外勞的申請。

不過,他補充,政府還未確定何時會進行這項計劃。

他說,根據“6P”漂白計劃,並非所有行業的非法外勞,都能在這項計劃下獲得“漂白”而成為合法外勞。

“政府部門會進行研究及鑑定甚麼行業需要較多的外勞及甚麼行業不需要太多的外勞,以便為獲得‘漂白’的外勞進行分配。”

內政部:計劃未定案.沒推行漂白非法外勞

PUTRAJAYA 25 Nov. - Semua pekerja asing di negara ini diwajibkan memiliki insurans kesihatan dengan premium maksimum sebanyak RM120 setahun mulai 1 Januari tahun depan.

Menteri Kesihatan, Datuk Seri Liow Tiong Lai berkata, langkah itu bagi memastikan kerajaan dapat mengurangkan tunggakan bayaran bil hospital yang kini mencecah RM18 juta.

Malah jumlah itu dijangka meningkat dengan pertambahan kemasukan pekerja asing.

Menurutnya, langkah itu juga merupakan salah satu daripada enam projek permulaan (EPP) dalam segmen penjagaan kesihatan yang dikenal pasti di bawah Bidang Keberhasilan Ekonomi Utama Negara (NKEA) bagi memacu pencapaian ekonomi.

"Majikan perlu membeli insurans ketika melakukan proses permohonan permit sebelum membawa masuk setiap pekerja asing, manakala bagi pekerja asing sedia ada, insurans perlu dibeli ketika membuat urusan pembaharuan permit kerja.

"Kita memandang serius dalam melaksanakan langkah mewajibkan insurans kesihatan pekerja asing kerana tunggakan bil rawatan hospital yang terlalu tinggi. Ada di kalangan mereka yang bayar separuh tetapi ada (juga) yang tidak bayar langsung," katanya.

Beliau berkata demikian kepada pemberita selepas merasmikan Persidangan Pengurusan Kementerian Kesihatan 2010 di Pusat Konvensyen Antarabangsa Putrajaya (PICC) di sini hari ini.

Hadir sama Ketua Pengarah Kesihatan, Tan Sri Dr. Mohd. Ismail Merican.

Laporan akhbar September lalu menyebut, dianggarkan 50 peratus daripada 3.1 juta pekerja asing berdaftar di negara ini tidak dilindungi insurans dan bagi yang memilikinya, perlindungan yang diberikan masih belum memadai.

Sehubungan itu, Makmal Penjagaan Kesihatan di bawah Program Transformasi Ekonomi (ETP) merangka formula supaya semua pekerja asing diwajibkan mempunyai perlindungan insurans.

Menurut Tiong Lai, kerajaan tidak menetapkan mana-mana syarikat insurans yang terlibat dalam skim insurans pekerja asing itu, sebaliknya ia terbuka kepada semua firma insurans dan majikan boleh membuat pilihan sendiri.

Dalam pada itu, beliau berkata, selain insurans kesihatan, terdapat dua lagi EPP yang telah mula dilaksanakan iaitu mencergaskan semula pelancongan kesihatan dan mewujudkan ekosistem yang menyokong pembangunan penyelidikan.

Katanya, tiga lagi EPP yang masih dalam peringkat perancangan ialah meneroka dan mengejar peluang eksport generik, mewujudkan nexus perkhidmatan diagnostik dan membangunkan metropolis kesihatan iaitu sebuah kampus penjagaan kesihatan dan biosains bertaraf dunia.

PUTRAJAYA: All foreign workers employed in Malaysia must be covered by medical insurance from Jan 1, under a new government ruling.

Health Minister Datuk Seri Liow Tiong Lai said the move was to help resolve hefty unpaid hospital bills by foreign workers, which year to date, stood at some RM18 million.

If not addressed, the amount could drastically spike, considering the increasing number of foreign workers coming into the country.

There are now over three million foreign workers in the country, employed mainly in the construction, plantation, manufacturing and services sectors.

Less than half of the workers are covered by workmen’s compensation schemes.

Under the new ruling, a foreign worker must have a medical insurance coverage with an annual premium of RM120.

“The government has incurred costs because some foreigners, who had sought treatment at government hospitals, left without settling their bills, or were only able to make partial payments,” Liow told reporters after opening the ministry’s management conference here yesterday.

“With the medical insurance coverage, we hope this problem can be overcome.” The minister said it would be the employers responsibility to submit a copy of the insurance policy when renewing the work permit of the existing foreign workers. Employers hiring new foreign workers, meanwhile, would have to enclose a copy of the medical insurance for their prospective employees when applying for a work permit.

The ministry had since the middle of last year asked that public hospitals ensure that foreign workers seeking treatment pay a higher deposit than that imposed on Malaysians, and to present a guarantee letter from their employer for payment of the hospital bills incurred by them. Last year, hospitals under the Health Ministry were allocated RM756.4 million to purchase medicines alone, compared with RM677.3 million in 2008. In the last five years (2005 to 2009), foreign workers left RM64 million in unpaid healthcare bills. Of this, 19 per cent was for care at public hospitals.


When contacted, Malaysian Employers Federation (MEF) vice-president A. Ramadass said while the government had indicated that premiums for the foreign workers’ medical insurance would “not be significantly more expensive for employers to provide as it translated to just an additional RM3 per month per foreign worker”, it would only be principally right for the premiums to be fully borne by the foreign workers.

This was because even local employees were not given the privilege.

“For local workers, unless it is stated in their collective agreement that hospitalisation is borne by their employers, they are not covered.” MEF executive secretary Shamsudin Bardan said the federation had previously discussed with the Health Ministry and had agreed that the foreign workers bear the insurance premium cost. He added that MEF’s stand was that those in the plantation sector and maids were to be excluded from the scheme.

Mandating private health insurance for foreign workers was one of the six entry point projects identified for the Healthcare National Key Economic Area (NKEA) under the Economic Transformation Programme.

布城)內政部長拿督斯里希山慕丁今日(週一,8月9日)說,政府預料不會在近期內推行非法外勞寬赦和漂白計劃,避免吸引更多非法外勞的湧入,為國家治安帶來威脅。

他是針對政府會否在開齋節來臨之際,實行非法外勞寬赦計劃的問題,這麼表示。


他說:“不會在近期內,而決定也只可以由副首相作出宣佈。”

他說,政府必須仔細考量,因為寬赦計劃會帶來特定的影響,可能引發更龐大非法外勞湧入大馬,並期盼能留在大馬等待寬赦計劃才回國,但這樣的目的將不會成功。

他說,政府也會嚴密監督外勞在大馬的行踨,據秘書長告知,移民局的監督系統可在10月杪推行。

他表明絕不會妥協,因為現有的系統距離其期望甚遠,但這也代表這會威脅國家安全,必須在兩個月的時間內進行改善。

針對難民從扣留所逃走的問題,他說,當局正在進行系統的調整,以確保保安密不透風,而政府預料會在近期內宣佈一些新的措施,來應對非法外勞所帶來的問題。

IPOH: Cameron Highlands farm owners want the authorities to review the policy to reduce the number of foreign workers in the country as the agriculture sector in the highlands is a niche market.


They are appealing to the government to allow the workers who have acquired certain skills to extend their work permit or else the country could lose them to Holland, the United States, Japan and Taiwan.

Under the policy, the government plans to reduce the current foreign labour workforce of 2.5 million to 1.8 million.

Deputy Minister in the Prime Minister's Department Datuk S.K. Devamany said the authorities should take a second look at certain sectors of the agriculture industry.

"The foreigners working in the highlands will have to leave the country when their work permit expires. They will be lured by these countries while Cameron Highlands becomes a training ground," he said yesterday after attending Sri Murugan Centre's community empowerment programme and awards presentation ceremony here for students who excelled in the Ujian Pencapaian Sekolah Rendah, Penilaian Menengah Rendah, Sijil Pelajaran Malaysian and Sijil Tinggi Persekolahan Malaysia examinations.

Devamany recently met 28 farmers organisations on the issue.


"A memorandum will be submitted to the Home, Agriculture and Agro-based and Human Resources ministries. An appeal will be made to Prime Minister Datuk Seri Najib Razak to consider the needs of the farmers," said Devamany, who is member of parliament for Cameron Highlands.

Foreign workers are trained in the field of fertigation, fertilisation and pesticide application. Many farms have also gone high tech and employees have had computer skills training.

"It takes at least two years to master the skills. As such, the foreign workers should be allowed to stay on for at least 10 years. We have to look along the lines of the New Economic Model transformation."

The niche sectors need 6,000 workers at any one time. There is a shortage of between 2,000 and 3,000 workers now.
