KUALA LUMPUR 12 Julai – Program Penyelesaian Menyeluruh Pendatang Asing Tanpa Izin atau Program 6P yang ditangguhkan untuk sementara waktu akan mula dilaksanakan pada 1 Ogos ini.

Ketua Setiausaha Kementerian Dalam Negeri, Tan Sri Mahmood Adam berkata, perubahan tarikh itu bertujuan memberi ruang kepada kementerian dan Jabatan Imigresen melaksanakan Program Pendaftaran Biometrik Pekerja Asing Yang Sah terlebih dahulu bermula esok sehingga 31 Julai ini.

Katanya, tujuan program tersebut diberikan perhatian terlebih dahulu adalah untuk menangani isu berhubung tindakan pekerja asing sah yang merancang melarikan diri daripada majikan asal untuk menyertai Program 6P.

“Menerusi pelaksanaan Program Pendaftaran Biometrik Pekerja Asing yang sah ini juga, pihak imigresen berupaya mengenal pasti pekerja asing sah yang telah lari daripada majikan termasuklah mereka yang telah membuang dokumen pengenalan diri dan menukar dengan dokumen identiti baru.

“Dalam kes seperti ini, mereka (pendatang asing yang sah) yang dikenal pasti melakukannya tidak akan dibenarkan menyertai program pemutihan dan akan dinasihat supaya kembali kepada majikan asal atau dihantar pulang menerusi program pengusiran,” katanya dalam kenyataan di sini, hari ini.

Semalam, Menteri Dalam Negeri, Datuk Seri Hishammuddin Tun Hussein berkata, Program 6P akan ditangguhkan seketika sehingga segala urusan berkaitannya dipastikan sempurna dan mampu menjadikan proses tersebut berjalan lancar.

Syarikat urus Program 6P dilarang kenakan bayaran

PUTRAJAYA 29 Julai - Semua 336 syarikat pengurus yang dilantik untuk mengendalikan Program Pendaftaran Biometrik Pekerja Asing Tidak Sah diberi amaran supaya tidak mengenakan sebarang pakej pembayaran.

Timbalan Ketua Setiausaha (Kanan) Kementerian Dalam Negeri, Datuk Alwi Ibrahim berkata, bayaran yang sepatutnya dikenakan hanyalah RM35 untuk tujuan pendaftaran.

"Sekiranya pekerja asing tidak sah itu datang sendiri ke Imigresen tiada bayaran yang dikenakan,” katanya kepada pemberita dalam sesi perbincangan dan maklum balas mengenai program penyelesaian menyeluruh pendatang asing tanpa izin (PATI) atau Program 6P di sini hari ini. - Bernama

THE government needs to send a strong statement to warn legal foreign workers currently working with their employers that they would not be legalised under the 6P amnesty programme if they run away.

The Federation of Malaysian Manufacturers (FMM) is concerned that no decision has been made on whether legal action would be taken against employers who fail to carry out the exercise.

Based on feedback from members, the FMM understands that employers in the manufacturing sector are cooperating with the government to register their foreign workers under the biometric system.


However, there have been resource constraints, namely an insufficient number of biometric machines and manpower in state Immigration offices, particularly in Selangor, Penang and Johor, which are among states with a high number of foreign workers.

The mobile registration facility for employers with 500 and more workers has, however, been more effective than registration at Immigration counters.

One state Immigration office completed the biometric registration for 1,400 workers at a company in Johor by working on a Saturday from 7.30am to 8.30pm.


In some states, Immigration offices have facilitated registration by allowing several companies to group together to make up the threshold for mobile registration.

Otherwise, employers below the threshold level would have to bring their workers in batches each day for registration at Immigration counters.

If the registration of the batch is not completed, the workers would have to return the following day as part of the next batch, disrupting production.


This current exercise has failed in its objective to deter legal workers from running away and registering under the 6P amnesty programme, commencing this month.

A company in Selangor lost 30 foreign workers within a day. Another in Johor had lost 113 of its 1,500 foreign workers by July 18.

In addition, some state Immigration offices were not aware that during the exercise to register legal foreign workers, the penalty would be waived for employers who reported on runaway foreign workers.

Employers are frustrated that they are not able to stop their workers from absconding.

FMM is, therefore, calling on the government to issue a strong statement to warn legal workers against running away. Such workers should not be registered during the amnesty programme.

PUTRAJAYA: Seeking greener pasture, some legal foreign workers are said to have fled their employers while on the way to register themselves under the Immigration Department's biometric system.
A source told the New Straits Times that since the registration exercise began on July 13, two such cases had been reported involving a number of foreigners in Johor.

The source said legal foreign workers who wanted to jump jobs would discard their documents, such as passports, and declare themselves illegal.

The foreigners would then try to register for work permits with the Immigration Department, under the 6P amnesty and legalisation exercise with their employer-to-be.

The 6P comprises registration, legalisation, amnesty, supervision, enforcement and deportation, and is scheduled to begin on Monday.

It is learnt that the plantation sector had been plagued by such a problem since the announcement of the biometric exercise earlier this year.

Deputy Home Ministry secretary-general Datuk Alwi Ibrahim said the registration system would put a stop to cases of immigrants trying to create new identities after fleeing from their employers.

In the ongoing exercise, aimed at registering an estimated 1.8 million workers in the country, the foreigners would take part in a two-minute process that would see all their 10 fingerprints printed and recorded.

Apart from the fingerprints, details such as their current workplace, employers and salary, as well as their pictures are taken.

The information is stored in the Immigration Department's database, which is linked to agencies under the Home Ministry.

The system, which took more than a year to be developed, was produced using local technology. It can store up to 30 million entries.

"With the biometric system, we can detect if they (foreign workers) are registering using a different identity and will inform the employers-to-be.

"It will be up to the individual to come to an agreement with the previous employer," Alwi said.

Besides preventing foreign workers from fleeing their employers, the biometric system is also aimed at reducing social issues and crime.

Alwi assured employers that it was not compulsory to register their maids in this period as their biometric information could be taken when the maids renewed their permits. There are about 250,000 foreign maids working in Malaysia.

"As long as their work permits are valid, they can travel in and out of the country," he said, adding that the exercise was for the four main sectors, namely plantation, services, manufacturing and construction.

Master Builders Association Malaysia (MBAM) is appealing for the exercise to be extended until the end of this month.

Its president, Kwan Foh Kwai, said in a statement yesterday that because of the short notice given, contractors could not stop work immediately as they had tight contractual commitments.

"Contractors in rural and remote areas have logistical problems in bringing their foreign workers to the registration centres, which are said to be crowded."

MBAM members, Kwan said, were suffering from losses as a result of disruption in operations because of the registration process.

KUALA LUMPUR: The biometric registration of an estimated two million legal foreign workers in the country has been extended indefinitely.

Home Minister Datuk Seri Hishammuddin Hussein said yesterday the programme would run parallel with the registration of illegal foreign workers, which starts on Monday.

The biometric registration, launched on July 13, was scheduled to end tomorrow.


"The extension is due to appeals and requests from employers. Some waited till the late minute, so I hope they will now come forward," he said after handing over 100 identification documents to Malaysian Indians at the Putra World Trade Centre.

"In other words, the biometric registration will go on until further notice. I have learned that setting a deadline will only result in everyone coming to register at the last moment."

Asked about the possibility of foreign workers not registering for lack of a deadline, Hishammuddin said the authorities could decide on deportation.


"They cannot blame the government if they do not register and are deported."

Deportation is the last resort under the programme of six measures (6P) aimed at gathering data on foreign workers, including their places of work, employers and salaries, towards the objective of reducing social and crime issues that are often linked to them.

The programme begins with registration, legalisation, amnesty, monitoring and enforcement.


As for illegal workers, Hishammuddin said there was no accurate number of those working without permit in the country.

"But if the number of legal workers could come up to two million, we wonder how many illegals are working here."

In Putrajaya, Home Ministry deputy secretary-general Datuk Alwi Ibrahim said as of Thursday, 561,149 legal foreign workers had undergone biometric registration, the majority of them factory and plantation workers.

A total of 41,420 employers had registered their workers, he said at a briefing on the 6P programme.

Alwi also said two individuals were nabbed by Immigration officers for selling waiting slips at the Immigration office in Damansara on Thursday.

The suspects, a local man and woman, sold the waiting slips for RM100 and RM300 respectively to those who thought the slips would expedite their registration.

They were nabbed after victims lodged complaints when they discovered that the waiting slips were bogus.
